I'm an American living in Costa Rica. My *only* choice is the government ISP with dial-up service and a per-minute phone usage fee. Speeds average 31K.

I'm from SF, and also used to think that everyone was like me, breezing along on DSL or T1. They're not!!

I moved from Portland, OR last December to Roseville, CA. I went from 3yrs of 676k/384k DSL ($49/mo) in Portland to NO home net access and here's why...
The City of Roseville CA is the ONLY POTS service in Roseville. The baseline DSL service they offer is 384/128 metered at $49/mo (year contract OR $300 modem) and you MUST have local POTS service ($108.50 hookup/$25.26/mo even if you never make a voice call). That's $1000 for a year of DSL. Why don't I have satellite or cable?... I live in an apt. complex with a North facing balcony. (read: do satellite service from any vendor). I have ATT Broadband cable and if you call them to determine Cablemodem service they will tell you it IS available.. but when the tech. shows up to hookup basic cable he tells you that High Speed Cable is NOT avail. (turns out City of Roseville is suing to keep High Speed Cable out.)... what do I do?... I surf in spare time at work and move this Nov. when my lease is up. Good day all!
